How do I troubleshoot the central locking system in my 2001 Audi A2?

My central locking system in my Audi A2 is not functioning properly. When I use my key fob to lock my car, it only partially locks and the alarm does not set. How can I diagnose and fix this issue?

It sounds like there may be an issue with the central locking control module. This controls the locking and unlocking of all the doors from a central location.
